Official visit of the President of the Court of Audit of the Republic of Slovenia to the Republic of Uzbekistan

On the initiative of the President of the Court of Audit of the Republic of Slovenia, Jana Ahčin, between 20 and 22 April 2026 official visit was paid to the First Deputy Chairman of the Accounts Chamber of the Republic of Uzbekistan, dr. Mehriddin Abdullayev. On this occasion, the Heads of both Supreme Audit Institutions (SAI) signed the memorandum on cooperation. Additionally, Ms Ahčin invited Mr Abdullayev to join the upcoming annual meeting of the Supreme Audit Institutions (SAI) of the Visegrad countries, Austria and Slovenia (V4+2 Group) that will take place in September 2026 in Slovenia.

During the working meeting at the headquarters of SAI Uzbekistan in Tashkent dr. Abdullayev stressed that this visit marks an important step for further strengthening cooperation between the Republic of Uzbekistan and the Republic of Slovenia, emphasising the developments and achievements of both countries being the result of openness policies and large-scale reforms carried out by their leaders. It is thus worth mentioning that in 2025, the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, visited Slovenia. This high-level state visit, the first in 20 years, took place on the exact date of the 30th anniversary of diplomatic relations between the two countries. During a discussion it was highlighted that Slovenia’s achievements in the field of public administration, transparent financial system and auditing sector were highly rated and considered of great significance for Uzbekistan.

Furthermore, dr. Abdullayev introduced reforms that are being implemented under the direction of the President Shavkat Mirziyoyev, inducing improvements in the field of public auditing in line with the international standards, and digitalisation efforts. Special attention was drawn to the adopted Presidential Decrees for improving operations of SAI Uzbekistan, the Remote Audit information system, the artificial intelligence-based platform HP-AI Audit Assistant, and the online system for monitoring the efficiency of the use of budget funds by applying Big Data technologies. Auditors of SAI Uzbekistan presented to the delegation of SAI Slovenia the audit of state budget, control mechanisms, international standards implementation, digital transformation and remote monitoring.

In the continuation of the meeting, the President of the Court of Audit of the Republic of Slovenia, Jana Ahčin, outlined the role, powers and activities of SAI Slovenia, including key results, strategic objectives and topical audits of the institution, while her Second Deputy President, mag. Aleksej Šinigoj, focused on major characteristics and conditions required to successfully carry out audits – from selecting topics to drawing up final report. Moreover, Boštjan Novak, Advisor to the President of the Court of Audit, addressed the issue of how to increase audit impacts through efficient communication, thereby pointing out the latest most relevant solutions of the Slovenian Court of Audit, namely the use of artificial intelligence as a tool to support the implementation of audit processes.

In the margins of the meeting, the Acting Chairman of the Accounts Chamber of the Republic of Uzbekistan, dr. Mehriddin Abdullayev, and the President of the Court of Audit of the Republic of Slovenia, Jana Ahčin, signed the memorandum on cooperation, thereby confirming their willingness to strengthen mutual cooperation with the aim to improve working methods and to increase professional capacities for controlling public spending.

Furthermore, the President of the Court of Audit of the Republic of Slovenia, Jana Ahčin, invited dr. Abdullayev and representatives of SAI Uzbekistan to attend as observers the upcoming meeting of the Supreme Audit Institutions of the Visegrad countries, Austria and Slovenia (V4+2 Group) which will be hosted in September 2026 in Slovenia. The annual V4+2 meeting represents an important platform for open and future-oriented exchange of crucial professional challenges and priorities of supreme audit institutions. According to Ms Ahčin, the participation of SAI Uzbekistan in the V4+2 meeting would provide a valuable opportunity for mutual exchange of experiences and knowledge under the INTOSAI motto Mutual Experience Benefits All (Experientia mutua omnibus prodest) and could additionally strengthen professional collaboration among the institutions.

Within the framework of the official visit, separate meetings with the representatives of state institutions and regional administration were held

On 21 April 2026, the President of the Court of Audit of the Republic of Slovenia, Jana Ahčin, met with Tanzila Narbayeva, the Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan, i.e. the Upper House of the Uzbekistan’s Parliament. They discussed topical issues from the field of bilateral cooperation, including state finance control. However, the President of the Court of Audit of the Republic of Slovenia, Jana Ahčin, outlined how the Court of Audit, by its independent supervisory role, contributes to strengthening of democracy and raises awareness about the necessity of responsible business conduct in public sector, especially in public finance management.

During the meeting in the Senate, special attention was paid to interparliamentary cooperation between the Republic of Slovenia and the Republic of Uzbekistan, with the focus being, among others, on the importance of developing cooperation between both supreme audit institutions – the Accounts Chamber of the Republic of Uzbekistan and the Court of Audit of the Republic of Slovenia, as well as on the exchange of best practices in general and in the field of public sector auditing. The Heads stressed that activities of supreme audit institutions are closely connected with the work of the Parliament and that their findings help to ensure efficient parliamentary control and quality implementation of national programmes.

The delegations of Slovenia and Uzbekistan sit opposite each other at a large oval table in the luxuriously furnished room of the Senate of the Republic of Uzbekistan. In the middle of the table is a flower arrangement, a large chandelier hangs above the table. There are paintings of landscapes on the walls, and high curtains are drawn behind the participants.

It was noted during the meeting that cooperation between SAI Slovenia and SAI Uzbekistan is continuously increasing. Upon the conclusion of the meeting, the President of the Senate of the Uzbekistan’s Parliament and the President of the Slovenian Court of Audit agreed to further deepen cooperation and intensify exchange of experience.

On 20 April 2026, the President of the Court of Audit of the Republic of Slovenia, Jana Ahčin, held talks with the Governor of the Samarkand Region, Adiz Boboev. Ms Ahčin thanked for a hospitable welcome and expressed deep satisfaction with the visit of the city of Samarkand, which is on the UNESCO World Heritage List and is considered one of historically and culturally most significant hubs in the Central Asia. Ms Ahčin pointed out that Mr Boboev, as former Chairperson of the Accounts Chamber of the Republic of Uzbekistan, is well acquainted with the field of public auditing, this being an important basis for a discussion about cooperation among supreme audit institutions. Lastly, both counterparts touched upon the possibility for further cooperation, with the Governor also presenting key data and several development areas of focus of the Samarkand regional administration under his authority.
