Accessibility

The content of the website of the Court of Audit is designed with the purpose to provide universal access to all of the published information – to anyone, at all times, and free of charge. Since the principle of universal access is limited by the health conditions of the users (i.e. visual, motion, hearing, cognitive and linguistic limitations) and technical limitations, we paid special attention to them and tried to adjust the website by considering the following recommendations:

  • font size may be adjusted,
  • key images are equipped with descriptions,
  • there are no moving pictures (GIFs),
  • names of the links are descriptive,
  • videos are mostly subtitled.

The website is optimised for multi-device browsing (computer, tablet, mobile phone) and compatible with different website browsers and software. Recommended is the use of the latest version of website browsers whenever it is possible to provide a better support to the users with disabilities and special needs.Despite the fact that we are aiming to increase the accessibility and usability of our website to the greatest extent possible, all the elements do not provide for the optimisation of the complete accessibility.

Therefore, some published contents do not meet all the demands related to accessibility as defined by the Accessibility of Websites and Mobile Applications Act. Those deficiencies are:

  • we use PDF format for documents:
    • audit reports and other reports with short summaries that are available in text (doc and docx documents) and
    • various presentations (i.e. infographics, posters, manuals);
  • home page provides three elements with scroll box for automatic rotation with limited use of the manual override;
  • photographs and other images are used for visual supplementing of contents related to news and articles; photographs and images are subtitled, include data about source and alternative text, but do not include detailed descriptions or transcriptions of texts, since the adjustment would cause disproportionate burden;
  • schematic presentation of organisational structure of the Court of Audit;
  • documentation of concluded public calls was not adapted, since interference with public procurement documentation of completed public calls is not allowed; when preparing the next public call, we shall follow the standards of accessibility.

International conference by SAI France on the future of Europe after the health crisis with an open forum for civil society

As part of the French Presidency of the Council of the European Union, the Supreme Audit Institution (SAI) of France held an international conference on the future of Europe after the health crisis on 14 and 15 March 2022. The President of the Slovenian Court of Audit, Tomaž Vesel, participated in the discussions among the heads of the European and other Supreme Audit Institutions. On this occasion, the presidents of SAIs signed a joint statement with the purpose of making a commitment to fruitful cooperation among the institutions after the COVID-19 pandemic in order to protect the values and principles that are the foundations of the rule of law. With the joint declaration the presidents also condemned the unwarranted military attacks by the Russian armed forces against Ukraine and expressed support to the Ukrainian people.

The first day of the conference was dedicated to the exchange of experience gained during the health crisis, the analysis of the roles of SAIs and the exchange of good practice to be applied when meeting future challenges. The conference was opened by the host Pierre Moscovici, the First President of the SAI France, who pointed out the key role of SAIs in ensuring efficient use of public money. The attendees were also addressed by the President of the European Court of Auditors (ECA), Klaus-Heiner Lehne. Several round-table discussions followed, namely about monitoring the efficiency of actions for tackling COVID-19, supervising the regularity of expenditure during the health crisis and about strengthening and reforming SAIs. The event joined more than 370 participants from several SAIs and other institutions. The first day ended with the closing speeches by Pierre Moscovici and Federica Mogherini, the former Representative of the Union for Foreign Affairs and Security Policy.

On the second day of the internal conference, an open forum for civil society was held, bringing together experts from public and private sector, representatives of national and international institutions, academicians and citizens. They discussed the topics that would shape the future of Europe. The session was opened by Pierre Moscovici and Joseph Stiglitz, the winner of the Nobel Prize for Economics. As part of the forum, there were round-table discussions on reforming the European framework of public finances, European social and healthcare policy, economic, industrial and digital recovery, and sovereignty and green Europe. This open dialogue on the Europe of tomorrow involved more than 900 participants.

Additionally, the meeting of heads of the Supreme Audit Institutions (SAIs) within the framework of the SAI Network of candidate countries and potential candidate countries of the EU and the European Court of Auditors (ECA) took place on 16 March 2022. The event was organised by the SIGMA which is a joint initiative of the OECD and the European Union. The President of the Slovenian Court of Audit thus met the presidents and other representatives of the SAIs of candidate countries and potential candidate countries of the EU, as well as the SIGMA representatives.

On the margins of the event, several live bilateral meetings also took place.
