Successful Study Visit of the OAG Kosovo (15. 10. 2009)


On Wednesday, 14 October 2009 the five-member delegation led by the deputy president of the OAG Mr Qerkin Morina visited the National Assembly where their host were Andrej Vizjak, President of the Commission for Public Finance Control and the member of the Commission Breda Pečan.

President Vizjak presented the powers of Parliament, structure, history, tasks, mission and the powers of the Commission. Furthermore he explained which institutions are exercising public finance control in Slovenia and the system of internal control of public finance.

Mr Vizjak stressed that in the beginning of 2004 the Commission adopted the decision to participate in a twinning project related to public finance control and the British NAO was chosen as the project partner. The project was successfully finished in 2007 and based on its conclusions the Commission decided that when discussing the audit reports concerning performance its procedures are to be modeled upon the procedures used by the British Parliament. Therefore, the Commission decided to adopt a separate Rules of Procedures for performance audits. Regularity audits procedure and performance audits procedure differs mainly in the fact that that in the latter questions are being asked to the auditee immediately after the adoption of agenda.

Mrs Pečan explained that the experiences based upon the Twinning co-operation in 2007 were very successfully transferred to the practical operations of the Commission. Also, the Commission decided not to scrutinize all audit reports but only the ones that need the response report. The overall effects of the Court of Audit work and recommendations are integrated in the biannual budget proposal 2010-2001 which is based on the RBB principles, Mrs Pečan stressed.

Deputy President Morina stressed the importance of the co-operation with the Parliament, and implementing the OAG recommendations. The delegations agreed that best practices should be implemented in order to secure the responsible public funds spending.

The study visit ended on Wednesday afternoon. During the study visit to Slovene Court of Audit and National Assembly members of the delegation were introduced with the model SAI which has recently gone through the Accession process, concentrating the legal reforms that were needed and the SAI's interaction with its Assembly, as well as its system of internal regulations. The Court of Audit assured high level lectures on all important topics and on the Slovenian model of producing quality information on the use of public funds to the relevant stakeholders. Both sides feel confident that the overall objectives and goals of the visit were fully met.
